The project fundamentals are better documented. The Grand Outlet – Kura Kura Bali (also marketed as Sira Village Grand Outlet Bali) is a 50/50 joint venture between Mitsubishi Estate Co. and PT Bali Turtle Island Development, with investment of around US$100 million (Rp1.5 trillion). The 4.7-hectare site carries roughly 29,000 m2 of leasable space across three floors plus a semi-basement, designed as an open-air Balinese village with a waterfront promenade. The positioning is about 150 stores under a “100 premier brands” banner, with roughly 1,200 jobs created. Contractors on site include Sumber Nusantara Construction, Pratama Widya, and China State Construction Overseas Development Shanghai.

Location is the strategic point. The outlet stands on Serangan Island (Turtle Island), inside the 498-hectare Kura Kura Bali Special Economic Zone established under PP 23/2023, between Nusa Dua and Sanur and about a 15-minute drive from the airport. Getting there

From the airport, Serangan is about 15 minutes — the shortest run of any major shopping destination on the island. From Seminyak, Canggu, or Ubud the drive is longer and traffic-dependent, and opening-week congestion around the site is an unknown.
